Life insurance on a work permit in BC: what newcomers need to know

You do not need to be a citizen or permanent resident to be insured. Here is who qualifies, how much coverage is available and what the application involves.

Yes, you can usually be insured before you get PR

Most people on a work permit assume they have to wait for permanent residence before they can buy life insurance. Manulife has a program for newcomers that says otherwise. If you have lived in Canada for six months or more and have applied for permanent residence, you can be considered for coverage now, and the amounts are meaningful.

Who qualifies

How much coverage is available

The limit depends on your immigration program. These are the maximums with all insurers combined, so existing coverage counts toward them.

Your situationLife insurance available
Skilled worker accepted into a Provincial Nominee Program (such as the BC PNP), the Québec Experience Program or the Regular Skilled Worker ProgramUp to $2,000,000, and higher for professional-class occupations such as engineers, accountants, doctors and dentists
Post-Graduate Work Permit holderUp to $1,000,000
Married or common-law to a Canadian citizen or permanent residentUp to half of the amount available on your spouse
Live-in caregiverUp to $250,000
Other temporary visas, including students and refugeesUp to $250,000

Larger amounts can sometimes be arranged case by case. Critical illness coverage is also available to most of these groups at lower limits.

What the application involves

  1. The application itself, which I complete with you in one call.
  2. A short nurse visit, arranged and paid for by Manulife, at your home or office. For ages 18 to 49 it is a paramedical interview, a blood sample (including hepatitis B and C screens) and a urine sample. For ages 50 and over it is a medical exam with an ECG as well.
  3. Your documents: a copy of your work permit, your permanent residence acknowledgement of receipt, and your nomination or acceptance letter from the program you applied through.
  4. Financial underwriting: the coverage amount has to make sense for your income and situation, as with any applicant.

Approval normally takes a few weeks after the nurse visit. Once the policy is issued it is a regular Canadian policy; you do not lose it when your status changes, and you can add Vitality Plus to it like any other client.

A typical case

Here is a composite of the applications I see most often. A registered nurse in her mid-thirties, in Canada about a year and a half on an employer-specific work permit, nominated through the BC PNP health stream with her permanent residence application filed. She has two young children and wanted $750,000 of 20-year term; her hospital group plan only covers one year of salary. She is well inside the skilled-worker limit of $2,000,000, the nurse visit is the only medical step, and no advisor cover letter is required under age 50. That is a routine application, not a special exception.
